</p>
<p style=";margin-bottom:0;line-height:150%">
    <span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">&nbsp;</span>各省、自治区、直辖市、计划单列市财政厅（局）、科技厅（委、局）、建设厅（委、局）、能源主管部门，新疆生产建设兵团财务局、科技局、建设局、发展改革委，国家电网公司、南方电网公司：　
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    金太阳示范工程和太阳能光电建筑应用示范工程（以下简称<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">“</span>示范工程<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">”</span>）实施以来，各地财政、科技、建设、能源部门高度重视，认真组织实施，取得了一定进展。为加强示范工程建设管理，进一步扩大国内光伏发电应用规模，降低光伏发电成本，促进战略性新兴产业发展，现决定对《财政部科技部国家能源局关于实施金太阳示范工程的通知》<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">(</span>财建<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">[2009]397</span>号<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">)</span>和《财政部关于印发太阳能光电建筑应用财政补助资金管理暂行办法的通知》<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">(</span>财建<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">[2009]129</span>号<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">) </span>中有关政策内容进行相应调整，具体事项通知如下：
</p>
<p style=";margin-bottom:0;text-indent:43px;line-height:150%">
    <span style="font-size:21px;line-height:150%;font-family:黑体">　一、关于关键设备招标</span>
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （一）示范工程采用的晶体硅光伏组件、并网逆变器以及储能铅酸蓄电池等关键设备由财政部会同有关部门统一招标确定。财政部、科技部、住房城乡建设部和国家能源局共同制定招标方案并委托招标代理机构组织招标，确定中标企业、中标产品及其中标协议供货价格。

<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （二）项目业主单位与中标企业以招标确定的设备型号、协议供货价格、质量和性能等为基础签订商业合同，中标企业必须按照招标文件规定的技术条件、服务条款供货和提供售后服务。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （三）光伏组件生产企业作为项目业主单位的，采用的关键设备性能不低于国家统一招标规定的条件，价格不高于国家统一招标确定的中标协议供货价格。
</p>
<p style=";margin-bottom:0;text-indent:43px;line-height:150%">
    <span style="font-size:21px;line-height:150%;font-family:黑体">二、关于示范项目选择和调整</span>
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （一）示范工程重点支持大型工矿、商业企业以及公益性事业单位利用既有建筑等条件建设的用户侧光伏发电项目和在偏远无电地区建设的独立光伏发电项目。大型并网光伏电站原则上通过特许权招标等方式<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">[m1] </span>给予支持。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （二）已纳入示范工程名单但尚未实施的项目，应按本通知要求选用关键设备。确实无法实施的项目，应申请取消，并可相应增加符合条件的项目。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （三）选择部分可利用建筑面积充裕、电网接入条件较好、电力负荷较大的经济技术开发区、高新技术产业开发区、工业园区、产业园区等，进行用户侧光伏发电项目集中连片建设试点，统筹规划，整体推进，规划装机总容量原则上不低于<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">20</span>兆瓦，一期装机容量不低于<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10</span>兆瓦。各省（区、市）可结合本地条件选择<span style="font-family: &#39;Times New Roman&#39;,&#39;serif&#39;">1-2</span>个开发区、园区进行示范，抓紧编制切实可行的实施方案（具体要求见附件<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">1</span>），省级能源主管部门负责督促电网企业落实电网接入等建设条件。财政部、科技部、住房城乡建设部、国家能源局共同组织进行论证，确定示范区域和示范项目。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （四）建材型、构件型等太阳能光电建筑一体化项目由各省（区、市）财政、建设部门组织论证并单独上报，具体要求由财政部、住房城乡建设部另行制定。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （五）在偏远地区建设的独立光伏发电项目要以县（及以上）为单位编制整体实施方案（具体要求见附件<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2</span>），其中独立户用系统的实施地区重点为青海、西藏、新疆三省（区）。
</p>
<p style=";margin-bottom:0;text-indent:43px;line-height:150%">
    <span style="font-size:21px;line-height:150%;font-family:黑体">三、关于补贴标准</span>
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （一）中央财政对示范项目建设所用关键设备，按中标协议供货价格的一定比例给予补贴。其中，<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2010</span>年用户侧光伏发电项目补贴比例暂定为<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">50%</span>，偏远无电地区的独立光伏发电项目为<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">70%</span>。车用动力电池（不含铅酸电池）回收用于示范项目储能设施的，参照储能铅酸蓄电池补贴标准给予支持。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （二）示范项目建设的其他费用采取定额补贴。<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;"> 2010</span>年补贴标准暂定为：用户侧光伏发电项目<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">4</span>元<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">/</span>瓦（其中建材型和构件型光电建筑一体化项目为<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">6</span>元<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">/</span>瓦），偏远无电地区独立光伏发电项目<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10</span>元<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">/</span>瓦（其中户用独立系统为<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">6</span>元<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">/</span>瓦）。
</p>
<p style=";margin-bottom:0;text-indent:43px;line-height:150%">
    <span style="font-size:21px;line-height:150%;font-family:黑体">四、关于资金申请和下达</span>
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （一）省级财政、科技、建设、能源主管部门负责组织示范项目补贴资金的申请工作。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （二）项目业主单位与中标企业签订合同后，由项目业主单位统一申请补贴资金。财政部核定补贴金额，并将关键设备补贴资金和项目建设其他费用补贴分别下达给中标企业和项目业主单位，地方财政部门按照国库管理制度等有关规定进行拨付。
</p>
<p style=";margin-bottom:0;text-indent:43px;line-height:150%">
    <span style="font-size:21px;line-height:150%;font-family:黑体">五、关于项目监督管理</span>
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （一）示范项目建设周期原则上不超过一年，地方财政、科技、建设、能源主管部门要建立沟通协调机制，加强监督管理，督促示范项目加快实施。项目完工后，要及时按规定进行竣工验收。对建设周期超过一年的项目，要查找原因，及时上报。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （二）利用新建建筑实施光电建筑一体化的项目，建筑施工、验收要与项目建设同步进行。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （三）地方能源主管部门按项目投资管理有关规定，负责示范项目审批、核准或备案，并会同财政、科技、建设部门，加强对项目设计、施工、验收等环节的监督检查和指导。并网发电项目申请审批时，须提供电网企业出具的接入意见，制定数据采集和实时监控系统配置方案，建立项目评估和跟踪机制，确保项目长期稳定运行。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （四）财政部、科技部、住房城乡建设部、国家能源局组织开展专项检查，对项目进度快、示范效果好的地区，在示范规模上给予支持；对实施进度缓慢的地区，将暂停该地区项目申报。
</p>
<p style=";margin-bottom:0;text-indent:43px;line-height:150%">
    <span style="font-size:21px;line-height:150%;font-family:黑体">六、关于示范项目并网</span>
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （一）电网企业要积极支持示范项目在用户侧并网，进一步规范和简化并网程序，完善相关技术标准和管理制度，为项目单位提供便利的并网条件。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （二）用户侧光伏发电项目所发电量原则上自发自用，富余电量按国家核定的当地脱硫燃煤机组标杆上网电价全额收购。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    （三）结合开发区、园区等集中连片建设的示范工程，支持智能电网示范建设，以及微电网建设和运行管理试点。鼓励业主单位利用储能技术平抑电压波动，提高电网对光伏发电的接纳能力。
</p>
<p style=";margin-bottom:0;text-indent:32px;line-height:150%">
    各省财政、科技、建设、能源等主管部门要依据本通知及有关文件规定，按照职责分工，抓紧编制示范工程实施方案、示范项目调整方案以及示范项目财政补助资金申请报告，于<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">2010</span>年<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">10</span>月<span style="font-family:&#39;Times New Roman&#39;,&#39;serif&#39;">30</span>日前报财政部、科技部、住房城乡建设部和国家能源局。同时，将已安排示范项目的建设进展情况和电网接入情况一并上报。
